Quick answer
The federal guideline sets a floor of RM1,000,000: a foreigner cannot buy a property priced below it, and each state may set a higher figure and its own conditions. Kuala Lumpur uses RM1,000,000. Selangor asks RM2,000,000 in most districts. Penang asks RM1,000,000 for a strata home on the island and RM3,000,000 for landed. Johor and Kedah use RM1,000,000. Every purchase also needs the state authority's consent.

States where we found no current official document
For Labuan, Negeri Sembilan, Perak, Pahang, Perlis, Kelantan, Terengganu, Sabah and Sarawak we could not find a current state document that states the figure, so we do not print one. In Peninsular Malaysia and Labuan the federal floor of RM1,000,000 is the least a state can ask. Sabah and Sarawak have their own land laws. Ask the state land office before you commit.
What a foreigner cannot buy anywhere
- Property priced below RM1,000,000 (unless a state has set its own lower figure for a specific type, as Penang mainland and Melaka have for strata homes).
- Low-cost and medium-low-cost homes.
- Property on Malay reserve land.
- Units set aside for the bumiputera quota.
State consent and stamp duty
